Heat up a medium/large frying pan then add beef
Brown the beef. When almost finished drain off fat and sprinkle ½ teaspoon salt over meat
Add bell pepper and onions to meat, cook for additional 2 minutes
Combine cooked meat, peppers, onions, celery, tomatoes, tomato paste, and water in medium-large pot
Stir in spices
Bring to boil, then reduce heat to low-medium and let simmer for 2 hours, stirring every 30 minutes or so
